This paper discusses the impact of US national missile defense and theater defense policies on international arms control. The author argues that critics' claims that arms control is dead are exaggerated but that a new approach and a modern arms control concept is needed. The paper outlines several criteria that such a concept needs to fulfill and concludes by giving advice to European countries to take an active role in the field.
