This paper discusses the origins of the idea of a nuclear arms register and the interests of the parties that have put the idea forward on various occasions. The author explains the five purposes a nuclear arms register would serve, what it would include and how it could be expanded in later stages. The paper concludes that a nuclear weapons register is an idea whose time has come because it would enhance international security.
