This paper focuses on two Baltic states – Estonia and Latvia – that have proved of particular concern to European policymakers because of the intense ethnopolitical tensions their citizenship policies have caused. The author outlines various crucial factors that have helped shape contemporary Baltic ethnopolitics and analyzes the mindsets and motives of important domestic political actors in those countries.
