This paper discusses the US doctrine of preemptive war as described in the US National Security Strategy (NSS) and its influence on trans-Atlantic and intra-European relations. The author argues that the crisis in Iraq revealed Europe’s division over trans-Atlantic relations and Middle-East policy and the weakness of its common foreign and security policy.
