This paper examines the individual nuclear policies of three US administrations and outlines overall trends and developments of the US security strategy. The authors argue that there is a change of policy from multilateralism to unilateralism, from the exchange of interests, stability and equilibrium to absolute superiority and attack options and from multilateral diplomacy to military preemption. The paper concludes that Europe must find a coherent foreign policy to counterbalance US unilateralism.
