This paper discusses the Conference on Disarmament (CD) and the planned Fissile Material Cutoff Treaty (FMCT), which aims to end the production of fissile material for nuclear weapons. The author describes the origins of the FMCT, what should be covered by it and outlines a possible verification process. The paper concludes by describing the problems of the current negotiations and offers recommendations for the parties involved.
