This report addresses the governance of European foreign aid. It explores why the EU’s influence in world affairs remains inhibited despite the fact that it is the world’s most generous donor. It therefore reflects on the ultimate purpose of development cooperation and its relationship with foreign policy. The author gives an overview of EU reforms concerning this matter and concludes by giving policy recommendations.
