This paper discusses the Barcelona process, the European Neighbourhood Policy (ENP) and the EU's relation to countries in the Mediterranean area. The authors argue that the ENP could become the driving force to economically, socially and politically advance the EU's partner states. The paper concludes that for the EU to become a driving force for reform in the region, it must not have to face an uphill struggle against negative tendencies, for example the widening of radical Islam.
