This paper identifies the different groups of third country nationals residing in the EU and reviews the criteria used to grant refugee status and rights. It analyzes how such a refugee status compares to European citizenship. The author then addresses the key question of how the extension of European citizenship rights could facilitate the integration of the aforementioned groups.
