This paper addresses the question of how far citizenship rights can be extended to third country migrants in the EU. The first part is a brief theoretical approach to parameters of citizenship in the EU. In the second part, the report focuses on the policies of Italy and Spain as new receiving states and compares their position with the countries that have had a tradition of labor immigration since the 1960s. It contrasts policy and practice vis-à-vis immigrants from the Maghreb in these two countries.
