This paper discusses immigration and the integration of immigrants in the EU. The author argues that at a time when the development of a common EU immigration policy remains far from a reality, the integration of migrants has been placed at the top of the EU agenda. He also argues that facilitating equality of treatment and full access to a set of economic, political, social and cultural rights and duties should be the goal pursued by the EU member states. The paper concludes that a coherent policy on the inclusion of migrants would require a very significant financial and political investment by the EU as well as the member states.
