This paper presents the results of a CEPS-sponsored task force on the Caucasus, whose aim was to produce a proposal for a stability pact for the Caucasus. The document presents a preliminary text of a comprehensive plan for the region. Like previous European stability pacts, this paper suggests multilateral diplomatic initiatives concerning territories that border or overlap the former Soviet Union and the EU. It also proposes actions both based on the interests of regional actors and dependent on the economic incentives and peacekeeping capacities of major powers. The authors argue that implementing this pact would move the Caucasus and the entire European space toward more stability.
