Before the background of continued debate on the reform of EU Common Agricultural Policy (CAP), this paper reviews the main pressures for CAP reform and the factors complicating it. The analysis pays particular attention to structural changes, institutional and political economy factors, the decision-making process and implications from the history of earlier reforms. The paper argues that rural development should not be seen as an instrument to satisfy WTO constraints but as an objective of EU policies.
