This paper discusses EU policy toward the Democratic Republic of North Korea. The author outlines the history of negotiations over North Korea's nuclear weapons program and examines the possibilities and limitations of an EU contribution to the Six-Party Talks. The paper concludes that the EU has only limited means to support the negotiations and that it lacks the capability to force the main parties back to the negotiating table.
