This paper suggests ways to stimulate relations between Turkey and the EU in the wake of the 1999 Helsinki summit. First, it provides an insight into the context of Kemalism, the Kurdish issue and the relation to other ethnic minorities, political Islam, and the overall role of the military. Second, the paper discusses the question of Cyprus, as well as Turkey's relations with Armenia. The author concludes with a set of practical recommendations for EU monetary and foreign policy toward Turkey.
