This paper examines the relationship between Russia and the EU and explores the potential of initiatives under the Northern Dimension for widening the scope of EU-Russian cooperation. The author delineates the overall relationship between the two sides and focuses on key issues such as energy, environment, security, Kaliningrad and Belarus. The paper argues that although the EU and Russia approach their asymmetric relationship in different ways, such programs could reduce divisions between the enlarging EU and Russia. The author concludes with practical recommendations.
