This report examines the consequences of US dependence on imported energy (in particular oil) for the country's foreign policy. The paper argues that the lack of sustained attention to energy issues is undercutting US foreign policy and national security. The authors believe that most of the leverage potentially available to the United States is through domestic policy. It must therefore explore how oil consumption can be reduced, and why and how energy issues must become better integrated with other aspects of US foreign policy.
