The seventeen articles in this text look at the faltering Westphalian system – a system where state fragility or failure is endemic, with no less than one-third of UN members earning a “high warning” or worse rating in the Fragile States Index, and an equal number suffering a decline in sustainability over the past decade. The articles, it should be noted, are bundled together into sections that highlight 1) the overall decline of world system; 2) the networking of terrorist and criminal enterprises; 3) the spread of illicit economic and financial activities; and 4) how governments and institutions might resist or adapt to these symptoms of decline.
