This publication contends that three challenges are common to space technologies associated with counter-space capabilities: 1) they can be dual use or multi-use; 2) they can be destructive beyond intended targets, and 3) the intentions behind use are often unclear, especially when used by the military. In light of these challenges, which could combine to threaten the peaceful and sustainable use of Earth’s orbits, the text’s author first contextualizes the efforts of several UN forums for dialogue to help prevent an arms race in outer space. He then examines recommendations made by a United Nations Group of Governmental Experts in 2013 on how to implement transparency and confidence-building measures (TCBMs) for outer space activities.
