This report addresses the illegal practice of extraordinary renditions and unlawful detentions by foreign security services on European territory with the alleged involvement of certain EU member states. The author examines how EU member states could not resist taking advantage of extraordinary renditions and unlawful detentions. He provides examples of this kind of profiteering together with an assessment of their legality. The paper also looks at the issue from an EU perspective and evaluates implications for EU counterterrorism policies to finally provide policy recommendations at the EU level.
