This paper addresses the building of a common EU policy on labor migration. It reviews developments concerning the harmonization of the rules for admission and residence of third-country workers in the EU. Special emphasis is put on the immigration facilitation of highly skilled labor forces as well as the rights of all immigrants in legal employment. Some trends on labor migration on the national level and their implications for EU policy are also discussed.
