This paper discusses the issue of competitiveness of EU member states and the implications of enlargement for the EU. The authors argue that national or sectoral interests can clash with an optimum EU policy. They recommend avoiding specific industrial policies that would harm other member states, improving the investment and economic climate in the member states and in particular completing the single market also for services.
