This paper examines the plan by the second Bush administration to bring greater strategic coherence and accountability to the US' fragmented foreign assistance regime. The author reviews the main aspects of the administration’s reform and identifies three main shortcomings that need to be corrected if the effort is to succeed. The paper concludes that it is not clear whether the administration’s reform plan will fix it.
