This policy note argues that Sweden and many other donor countries rely too heavily on supranational unions and intergovernmental regional organizations to promote African development. Instead, more resources should go to flexible constellations and networks that involve actors from the public and the private sectors, as well as civil society. To facilitate the latter approach, the text’s authors highlight four features of what they believe would be a more effective and sustainable Swedish regional strategy.
