This paper describes how relations between Russia and the West have deteriorated. The author explains how in key areas of international security, Russia has increasingly distanced itself from Europe and the United States. The paper states that Russia's display of newfound confidence is based on its status as a booming energy supplier and the crisis in US power since the start of the Iraq war. The author explains that despite its claim to Great Power status and tougher rhetoric, Russia is interested in maintaining stable relations with the West and that Russia is only rumbling, but not breaking with the West.
