This publication addresses the issue of patent rights on pharmaceuticals in the developing world as required by World Trade Organization membership. By examining arguments in favor and against the strengthening of worldwide patent protection, the author comes to the conclusion that toughened pharmaceutical patents promise benefits and costs that differ with the characteristics of diseases. Thus, the publication goes on to consider standard intellectual property and regulatory mechanisms that could be used to differentiate protection.
