This publication revises the existing literature on privatization programs and challenges the claim that privatization benefits most parts of society. The authors argue that most privatization programs appear to have worsened the distribution of assets and income, at least in the short run. Thus, the publication shows understanding for the general public of states in economic transition, which often perceive the policy of privatization as fundamentally unfair, both in conception and execution.
