This paper looks at the evolution of approaches to agricultural policies in rich countries to see if there are lessons from the past that might improve chances for reform of agricultural policies. The author analyzes the evolution of US and European agriculture and their respective policy goals and discusses the Doha Round trade negotiations and external pressures for reform.
