This publication analyzes the proposals put forward by the G7 in their 2001 meeting in Genoa to reform the Multilateral Development Banks (MDBs). The author critically addresses three key issues raised by the G-7: the restructuring of IDA with a part of its lending in the form of grants rather than loans; the harmonization of procedures, policies and overlapping mandates among MDBs; and the volume of support by MDBs for Global Public Goods and the rankings and priorities among them.
