This publication discusses why global private capital flows have barely touched the poorest nations. After analyzing the question analytically and mathematically the author comes to the conclusion that investors are wealth biased. Further on, the publication finds that poor country lenders are deterred from investing in poor countries to nearly the same degree that rich country lenders are.
