This publication puts forward a 5-point plan for the reform of the structure of the international society at the beginning of the 21st century. The author’s proposals include a reform of the UN Security Council, a new UN Economic and Social Security Council as well as a truly development-oriented WTO-led trade liberalization. The author further finds that processes of globalization have increasingly constrained public policy at the level of the nation-state and thus stresses the importance of an effective UN as an overarching framework for global governance based on global consent.
