This publication addresses the issue of how pharmaceuticals should be priced in developing countries when at least some of the research and development incentives come from sales revenues. In order to do so, the author uses a public economy framework when examining debates regarding the international patent system as embodied in the World Trade Organization’s Trade-Related Aspects of Intellectual Property Rights agreement.
