This paper describes an index of donor performance that takes the standard quantity measure as a starting point. The Commitment to Development Index of the Center for Global Development rates 21 rich countries on the “development-friendliness” of their policies. The author describes the computations involved in rating official aid programs, how the quality-adjusted aid of multilaterals is allocated back to the bilaterals that fund them and how the aid index factors in tax policies that favor private charitable giving.
