The trade ministers of WTO member countries met in Cancun, Mexico in 2003 to review progress in multilateral trade negotiations. There was concern that Cancun could mark the collapse of the Doha Round, largely because industrial countries have been unprepared to grant enough liberalization in their highly protected agricultural markets to encourage developing countries to participate. Used effectively, the author advocates that global trade policy and liberalization can substantially reduce global poverty in five important ways.
