This paper examines the track record of the US Millennium Challenge Account (MCA), stating that the MCA could improve significantly the allocation and delivery of US foreign assistance as well as recognition of the value of both hard and soft power. However, the authors argue that if the new program is not implemented carefully, it could lead to greater fragmentation in US foreign assistance policy, weaken the US Agency for International Development and impede coordination with other donors.
