This brief explains that reaching a successful agreement under the Doha Development Agenda, the revised round of multilateral trade negotiations must begin with a break in the impasse over agriculture. The brief recommends that the US should agree to a sharply lower ceiling for permitted domestic subsidies and that the EU should offer to eliminate export subsidies and accept more imports. The author also outlines how to complete the round and how to ensure that developing countries benefit.
