This paper looks at historical patterns of US aid and finds that aid to Africa has been about one-third higher under Republican presidents, that a divided government lowers aid and that Republicans are more pro-Africa than is generally assumed. According to the author, this political change could result in a decline of about US$800 million in aid to Africa. The brief suggests that underlying structural and political factors will put pressure on the Africa aid budget.
