This brief provides an analytical framework for understanding disbursement policies and practices for HIV/AIDS programs of the Global Fund, PEPFAR and the World Bank’s Multi-Country AIDS Program and offers an overview of the total volume of resources being committed by each funder. The analysis is focused on the global-level, but provides brief country case studies to help understand some of the implications of these large inflows of funding for HIV/AIDS at the country-level. The authors emphasize that significant new funding has been made available.
