The brief explains that the US Congress balances the Fiscal Year 2008 federal budget by cutting the modest expenditures dedicated to development assistance and foreign aid programs. The authors underline that core development assistance remains under-prioritized despite being a key component of US national security and global influence. The authors further examine the impact of the budget cut, the vulnerability of the Millennium Challenge Account and they urge partner countries to more publicly and accessibly communicate program results.
