This brief provides an overview on the work of the Intergovernmental Panel on Climate Change which is charged with estimating the impact of global warming on specific regions of the world. The author explores what heavy precipitation events, flood risks and droughts will mean for low-income countries. While there is no indication that floods are more common in poor countries, their citizens are much more likely to endure severe consequences such as death, injury and homelessness. The author urges policymakers to focus on the human consequences and promote development to build stronger protective institutions in poor countries.
