This brief illustrates that US President George W Bush wants to make the US relevant again in Latin America and tries to tackle long neglected social agendas - the pervasive poverty, inequality and race discrimination that deprives many Latin Americans of economic opportunity and basic rights. The authors stress that there are many other pro-poor initiatives that the president and his advisors should consider, but emphasize three priorities: upgrading education, getting crime under control and banking.
