This paper assesses conditional cash transfers' (CCTs) effectiveness in increasing the health of the poor in Latin America. The authors argue that impact evaluations provide evidence that financial incentives increase utilization of key services by the poor. They point to the lack of research on the impact on health-related behaviors, attitudes and household decision-making.
