This paper examines a performance-based health service project launched by USAID in Haiti. The authors conclude that remarkable improvements in key health indicators have been achieved with the introduction of performance-based incentives for the US-contracted NGO’s operating in Haiti. The authors argue that the payment incentives were responsible for considerable improvements in both immunization coverage and attended deliveries but failed to deliver the expected results for prenatal and postnatal care.
