This publication assesses the consequences of US government sugar industry subsidies for the struggling economies of the sugar producing Caribbean nations. The paper addresses colonial legacies and contemporary distortions, identifies potential winners and losers from a sugar policy reform and identifies distortions in the US market. Subsequently, the paper examines the political economy of agricultural support and assesses prospects for reform.
