This publication examines why different developing countries and communities within these countries, with similar growth rates, can have very different degrees of success in connecting growth to the poor and translating it into sustained poverty reduction. The paper presents eight questions that can guide poverty reduction through economic growth strategy, outlines empirical findings on the link between economic growth and poverty reduction and develops a respective framework.
