This publication asks why many poor countries, especially those in Africa, will miss the Millennium Development Goals by a large margin. The authors argue that neither African inaction nor a lack of aid will necessarily be the reason. Instead the publication finds that the overly-ambitious goals themselves and the unrealistic expectations placed on aid are responsible for the disillusionment.
