This paper shows that governments around the world have committed themselves to introduce arms brokering legislations with the 2001 UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons. However, the author shows that the importance of this commitment is underscored by the continuing activity of arms brokers in arranging illicit transfers of small arms and light weapons. According to the author, the Group of Governmental Experts on arms brokering can give governments a clear set of guidelines on how best to introduce brokering legislation.
