This report discusses the German presidency’s achievements in the main policy areas, starting with the goals sketched out in the presidency’s program and in major presentations by leading politicians. It further gives an overview of the main events and developments concerning the internal and external policies of the Union. The authors conclude that the pragmatic step-by-step approach of the German presidency yielded better results than a sober look at the initial conditions would have suggested.
