This paper provides an overview of options available to governments considering implementing, or revising, controls over arms brokering. The paper also offers a ‘toolkit’ of various regulatory approaches which have been implemented by governments. According to the author, those elements which governments wish to consider will be influenced by their existing export control system, their laws and constitution, and their conception of the nature of brokering activities that need to be controlled in their region.
