This paper examines the changes in Southern Sudan since the signing of the Comprehensive Peace Agreement. The author focuses on security for the civilian population, political liberalization and provision of social services and infrastructure. He argues that it is necessary to deconstruct the notion of a uniform and universal peace dividend and instead see what it means for different groups of the Southern Sudanese society.
